IGF Statut

PREAMBLE

The IGF owes its origins from:

The national and international Folklore Festivals, held in Nice since 1930 and continuos supported by the municipality of the said town. as well as the initiative of the Federation des Associations Regionales" which held a meeting in La Maison des Provinces Francaises and the organisation of the Folklore Groups.

The resolutions on the Italian Riviera in July 1949 known as the "Contract of Bordighera" between the representatives of seven Folklore associations from seven nations.

The incorporation according to the above mentioned resolutions followed 29 September 1953 the "Etats Gnraux du Foiklore International".

The volume of the continuously increasing manifestations which spread out under the auspices of the "Confedration Nationale des Groupes Folkloriques Francais" and the "Ente Nazionale Assistenza Lavoratori" (Dopolavoro italiano) and the experience of 7 years, led to a totally new alteration of the statutes. Benefiting of the naming "Union Internationale des Fdrations de Groupes Folkloriques" and according to the new circunstances with an adapted structure, from now onward it is, aimed at the mission of culture and peace.

1 THE AIMS

I. The aims of the IGF are:

1.1 To secure the relationship between the national organizations of the folklore groups in the different countries.

1.2. To promote the cooperation among these organizations and to support them with suited international organizations under the aspect to protect the interests of the Folklore groups and to improve unflagging the social and cultural value in the different countries.

1.3. To make clear the importance of the reason which lead the Folklore group have to play in the world in particular the factor of the cultural exchanges. the understanding and the peace among the nations.

1.4 There will be no advertisement in any reason.

2 THE ACTION POSSIBILITIES:

2.1 The action possibilities are as follows:

2.2 To support and advise the actions, to strengthen the importance of the national organisations of the folklore groups on international levels. To encourage and advise to found such organisations in countries, where present1y none of those organisations exists.

2.3 To coordinate and propagate the information which affects the aims, the activities and the problems of the folklore groups,

2.4 To support periodical journal calendars registers handouts specialised books etc. which have contents of the above mentioned information from the different countries especially on national level. To support the publishing of such printed information in countries, where none of those information are existing. To support also the publication of specialise information as:

2.5 A register whit the national organisations which belong to the IGF.

This register must be currently updated.

2.2.1.2 A periodical journal about the motion of the folklore groups in the world especially in relation with the IGF and her member.

2.3.2 To collect and publish ore of the above mentioned documentation on the place of headquarter of the IGF or on another place.

2.3.3 To promote the exchange of documents among the members of the IGF

2.4 To promote and coordinate national of international inquiries technical tasks single or intercouse meetings of experts with the themes of the activities aims procedures and problems of the folklore groups.

2.5 To found permanent or temporary seminar groups with the order to devote on special tasks.

2.6 To promote coordinate and advise how to organise folklore festivals in accordance with the participating members. Eventually under the auspices of the IGF with acceptance of the participating members and their assistance to organise periodically or alternatively international folklore festivals named after the IGE

2.6.1 On the place of business of the IGF

2.6.2 Or and in other countries.

2.7 Cooperation with suited international organisations like.

2.7.1 Scientific folklore: "Commission Internationale des Arts et Traditions populaires (C.I.A. P.). Conseil International de Musique Populaire (I.F.M.P.)

2.7.2 Training general education youth.

2.7.3 Museums of folklore and folk arts: "Conseil International des Musees (I.C.O.M.)

2.8 The UNESCO under the point of view, that this large organisation should grant the IGF

3 STRUCTURE:

The IGF has the following structure:

3.2 The national committees:

In each country the IGF can accept as its national committee the national organization of folklore groups, which is most representative for this country. The conditions for this organization are to be lead through a regulating and executive body and is engaged in activities for which it will give account in front of the general meeting.

In each country the IGF can also accept in other national organization of folklore groups as member which fulfils the above mentioned conditions and the IGF board agrees to it.

The IGF accepts as folklore groups associations without pursuitof profit with members who belong to the same ethnic group, with the aims to keep the folklore alive and in case of rediscovery to portray it in public.

3.3 The temporary national committees of the IGE

In countries where it is not possible to establish a national committee of the IGF the IGF can accept a temporary working team which is composed of representatives of the organisation of folklore groups as national committee. This temporary working team works for the time being with the aim.

3.3.1 To prepare and establish as soon as possible a national organisation of folklore groups which will be suitable as a national committee for the IGF.

3.3.2 In expectation and with certain conditions (see article 4.2.1) work together with the IGF

3.4 The scientific and technical adviser

Selected from a limited number of people with great experiences and authority in their special field in consideration of their scientific and/or technical knowledge.

3.5 THE HONOURABLE MEMBER

A limited number of personalities selected according to their out of ordinary merits which they have gained in cultural level in accordance with folklore groups.

4 GOVERNMENT OF THE MEMBERS:

4.2 The integration:

The acceptance of national committees and temporary national committees will be an interim one from the IGF board and will be finally accepted through the next following general meeting it will be each time through single vote of majority by the present members of the general meeting.

The same procedure will take place for the scientific and/or technical advises as well as the honourable member. It is not possible to nominate more than 2 advises or honourable members from the same nation.

4.3 Rights and duties:

4.3.1 The national committees and the temporary national committees have the right to take part in the general meeting of the IGF with the numbers of votes provided in the standing orders The scientific and/or technical advisers can take part in the general meeting and meetings, of the board member of the IGF if the general meeting or the board considers without the right to vote. The honourable member can take part in the general meetings and the board meetings of the IGF without the right to vote.

4.3.2 The national committees and the temporary national committees pay the yearly membership fee provided in the standing orders.

4.4 The IGF board can suspend with 2/3 of majority those members, who do not answer and do not accept anv longer the condition of the forner membership of the IGF until the next general meeting. There must be a chance of a hearing in front of the IGIF board. Members who have not paid the membership fee for at least two years are the facto excluded. There will be a chance of a hearing in front of the IGF board.

6 FINANCING:

The IGF has as financial resources:

6.2 The yearly membership fees, which will be collected from the national and temporary national committees.

6.3 The supports and payments provided by organizations and personalities who are interested in the activities and development of the folklore groups.

7 EXECLITIVE BODIES

The executive bodies of the IGF are as follows:

7.2 The general meeting

7.2.1 The general meeting (GM) bas the decisionmaking power for all questions, which are related to the duties and functionality of the IGF

7.2.2 The GM is composed by the delegates, who are elected from the national and temporary national committees (see article 4.2.1 and the standing orders).

7.2.3 The GM will be held every 3 years with an ordinary meeting. It is possible to call for an extraordinary meeting by the board or on demand of at least 1/3 of the votes of the national and temporary national committees (see article 4.2. 1 and the standing orders).

7.2.4 The agenda for the ordinary and extraordinary GM is to lay down by the IGF board. The agenda must be delivered to the members I month in advance for an ordinary and I month in advance for an extraordinary meeting.

7.2.5 Each national committee or temporary national committee delegates according to their comperence the number of delegates who will have than the right of vote (see article 4.2. 1).

7.2.6 Each delegate of the GM can be substitute through another delegate who has to present a mandate. This mandate has to be in first order to a delegate who represents the same country. In case there will be no delegate from the same country present it is also possible to hand over the mandate to a delegate of another country.

7.2.7 There will be a presence of a quorum of the GM if 1/3 of the members or their substitutes are present. The invitation to the GM must have also the content that if there will be no presence of a quorum a new GM will follow, which will than have a presence of quorum with the present members or their substitutes.

7.2.8 The decisions will be taken with single majority except those decisions, related to exclusions of members. Those decisions must be taken with 2/3 of majority of the votes. In the event of a tied vote the vote of the president or his deputy are decisive.

7.2.9 The president can call in beforehand of a meeting for expert witnesses without the right of vote. The GM can call for expert witnesses without a right of vote during a meeting session.

7.3 THE MANAGING COMMITTEE (BOARD OF THE IGF):

7.3.1 In general:

7.3.1.1 The board of the IGF has to run the business of the IGF between 2 GMs. The members are for 3 years elected. They can be reelected.

7.3.1.2 The members of the board must have practical experience and must be an authority in the folklore groups in their countries.

7.3.1.3 The board is composed of I President, 1 adjoined president, 3 vicepresidents, 1 general secretary, I adjoined secretary, I responsible for the finance departiment and 7 additional members. It is not possible that there will be more than 3 members from one country. All board members are for the period of 3 years elected. Each year a part of 1/3 will be renewed. The general secretariat must be at least 15 days in beforehand informed about the intention to be a candidate for the next election.

7.3.1.4 The board will have an ordinary meeting once a year. There will be an extra ordinary meeting on demand of the president or on the demand of 1/3 of the board members.

7.3.1.5 Each member can be substituted by another member of the board. The substitute has, to present a mandate.

7.3.1.6 There will be a presence of a quorum if 1/3 of the members of the board are present. The invitation to a board meeting must have the content that if there will be no presence of a quorum, a new board meeting will follow which will than have a presence of quorum with the present members or their substitutes.

7.3.1.7 The decisions of the board of the IGF are valid with single majority of the present members or their substitutes. Excepted are exclusions of members of the IGE Those decisions must be taken with 213 of majority of the votes. In the event of a tied vote the vote of the president or his deputy are decisive.

7.3.1.8 Every year the board has to produce a financial and activity report for the IGF members.

7.3.1.9 In case the president retires he will be replaced by the adjoined president until the next GM. In case of retirement of the adjoined president the general secretary or the responsible for the finance departiment the president has to nominate a replacement in accordance with the board members until the next GM.

7.3. 1. 10 The duties of all members, of the IGF board are free of charge.

7.3. 1.11 The president can call in beforehand of a meeting for expert witnesses without the right of vote. The board members of the IGF can call for expert witnesses without a right of vote during a meeting session.

7.3.1.12 The president can allow international folklore festivals under the auspices of the IGF according article 2.5

7.4 THE GENERAL SECRETARY:

7.4.1.1 The general secretary acts for the IGF under the supervision of the president and the board of the IGF. He/she deals with the mail service delivers the prepared information in accordance with the GM is in charge of the execution of the programs organises meetings keeps the membership list update.

7.4.2.2 The general secretary can ask for assistance from the adjoined secretary.

8 THE RESPONSIBLE FOR THE FINANCE DEPARTIMENT

8.1. The responsible for the finance depatiment deals with the finical affairs of the IGF that is collecting the membership fees and other expected receipts. He/she delivers with the expected expenses from the president and the IGF board. He/she provides the yearly budget together with the president and provides the annual balance. He/she provide, these documents for acceptance through the board and GM.

9 EXTERNAL AGREEMENTS

The IGF can have connections with other organizations. These connections will be provided under the supervision of the IGF board and will be in force after acceptance through the board. These covenants can be modified or given notice of termination from the GM if desired.

10 STANDING ORDERS

10.1 The details of the execution of the Statutes will be laid down in the standing orders.

10.2 The standing orders will be provided from the IGF board and has to be accepted through the GM.

11 ALTERATION OF THE STATUTES

An alteration of the statutes can only be changed with the decision of the GM 2/3 of the votes, are necessary.

12 DISSOLUTION OF THE IGF

12.1 The GM decides with 2/3 of the votes about the dissolution of the IGF

12.2 If the dissolution is accepted the GM has to order 3 liquidators from 3 different nations.

12.3 The possession of the IGF has to be committed to one or more organization with the aims as close as the ones from the IGE

In case of annoyance and litigation only the French version of the statutes is valid.

ADMINISTRATION

The standing order of the IGF

Before the work starts at each meeting of the IGF board or general meeting (GM), there must be a list of delegates of the national andtemporary national committees provided by the general secretary. Everyone present has to sign opposite his name. In case of voting this list will be used as source material to identify the right of vote and the number of votes.

The elecled members of the IGF board are determined through their functions in the national committees. They can only be replaced after 3 years through the GM.

In case of retirement of one of the members of the IGF board with a specific assignment (president, adjoined president, vicepresident, general secretary, responsible for the finance departiment and their deputies) causes the designation of a successor who will be elected among the adjoined members.

In case the president should be prevented he can be represented by the adjoined president, vice-president or one of the members, of the IGF board. The representative must get from the president a mandate.

In case of urgent a verbal agreement is accepted which must be confirmed afterward through a written mandate.

FINANCES MEMBERSHIP FEE

The amount of the membership of the national committees and temporary national committees and the number of votes during the elections in the IGF board or GM are fixed through the number of folklore groups, which they are representing. The following list shows the expected details.

I until 50 groups Payable basic member fee multiplied by 1 = 1 votes or 1 delegate with one vote 51 until 100 groups Payable basic membership fee multiplied by 2 = 2 vote or 2 delegates with one vote each more than 100 groups Payable basic membership fee multiplied by 3 = 3 votes or 3 delegates with one vote each.

The basic membership fee will be yearly fixed by the IGF board and has immediate validity.

A national committee or a temporary national committee which is accepted as member of the IGF has to pay the yearly fee membership fee as admission fee.

The national or temporary national committees have to list and confirm the numbers of their folklore groups to the responsible for the finance departiment of the IGF

CONTRIBUTIONS AND SUBVENTIONS

Each application for a contribution from the IGF must be accompanied with a data collection which explains the application and has an estimate of cost.

The application is to be considered from the president and the responsible for the finance departiment and afterward presented to the IGF board.

Applications will be only taken into consideration if the contents of the project is related to folk culture folk arts and the cultural heritage.

Applications with the contents to organise festivities are excluded.

Each considered application has to be presented to the IGF board for final consideration.

IGF FLAG HANDINGOVER PROCEDURE

The procedure of the IGF flag handingover is as follows.

The handingover is each year during the IGF festival.

The representatives of the country which has the flag in its care hand the flag to the IGF president.

The IGF president hands the flag over to the festival organisers. The organisers hand over the IGF to the national group in which country the festival is presently established.

The IGF flag will be presented on this official day on stage of the festival.

The group which had the flag in its care adds on the top of the flagpole a ribbon with the dimension of 40X6 cm.

0n the ribbon is embroidered the year, the country and the town of the previous festival.

The sanding orders wice come into effect after acceptation through the GM.
